<li>Select the Employee that has taken loan</li>
<li>In the Deduction Column Select enter type of deduction taken by employee.</li>
<li>In the Total column you will enter the total loan taken by the employee.</li>
<li>In the Amount column, enter the amount that will be deducted each pay period.</li>

Employees are being told by FRCS that they need to pay additional PAYE!<br />

<b>Why do they need to do that, given that you are using PayMaker and carried out the two required rollovers (June 31st 2017 and 31st December 2017)?</b><br />

The reason for this is that there were two different tax rates in 2017. We had emailed the following to FRCS on August 16 2017.<br />
<br />
<i><span style="color: blue;">As you are aware, due to the tax change in the middle of the year, and the treatment of 2017 as 2 tax years, it is highly likely that the PAYE as Final Tax will not work as well as required i.e. some tax payers will be eligible for a refund while others will need to make additional payments (due to insufficient deductions at source). This can happen for both PAYE and SRT (and possibly for the new ECAL).</span></i><br />
<br />
<b>The response from FRCS has included the following:</b><br />
<i><br /></i>
<i><span style="color: blue;">Fully agree with your comments. Whilst this has not been addressed as yet, I can assure you that we will work along these lines: </span></i><br />
<br />
<ul>
<li><i><span style="color: blue;">2017 tax calculations for individuals will be a challenge.</span></i></li>
<li><i><span style="color: blue;">FRCS fully appreciates this.</span></i></li>
<li><i><span style="color: blue;">Penalties will not be charged for short deductions unless there is deliberate attempt to defraud the system.</span></i></li>
<li><i><span style="color: blue;">Refunds will be issued for any over deduction.</span></i></li>

As you can see from the above, FRCS are aware of this issue. Unfortunately, there was no solution available to this problem (in terms of a formula to get the correct final tax) and as a result, some employees will need to pay additional tax while others may get refunds.<br />

This lets you allocate a different account to each line of your timesheet. Most of our clients do not use this for anything useful and simply allocate it to one account called Wages.<br /><br />However you can use it for Project cost tracking as explained below.</span><br />

The reason for this is that a number of major changes that affect payroll related taxes were announced as part of the Fiji Government's 2017/2018 budget. These changes includes:</div>

<li>The first $30,000 of income for Fiji Residents will now be tax free.</li>
<li>A new Environment Levy of 10% will be charged for anyone earning above $270,000 per year.</li>
<li>The Social Responsibility Tax for employees earning above $270,000 has been reduced by the same 10% that is now charged as Environmental Levy.</li>
<li>The format of the EMS file that companies submit monthly has been changed to accommodate the new Environmental Levy.</li>

We are happy to report that thanks to your support, Standss has had the privilege of again making a donation to the Hilton Special School. In this post I would like to share details of how the donation will be used and some of the truly inspiring work we witnessed when the Standss team visited the school last week.<br />
<br />
The <a href="http://www.hilton.org.fj/" target="_blank">Hilton Special School </a>is the main organization in Fiji that works with children with hearing and physical disabilities. This organization serves a very important and often neglected group of children in our community… and they have been doing it very well for many years.<br />
<br />
The organization operates a school, an early intervention center, an audiology unit, a physiotherapy unit and a hostel.<br />
<br />
While they get some government assistance, a lot of their work is only possible with the help of grants and donations.<br />
<br />
<a href="http://www.standss.com/blog/index.php/helping-children-with-special-needs/" target="_blank">Last year we donated</a> $10,000 to them to assist with setting up a new physiotherapy unit. The physiotherapy unit has now been setup.<br />
<br />
<b>Last week we donated an additional $10,000 which will be used towards the salary of a qualified physiotherapist who will work with the children.</b><br />
<br />
During our visit to the school, we were given a tour of the different classes that are currently being held. Some of the truly inspirational things that we learnt and witnessed included:<br />
<br />
• The children are taught the exact same syllabus that are taught in all other schools in Fiji. The only difference here is the mode of learning as the children here need different attention because of hearing impairments or restricted mobility.<br />
<br />
• The teachers of one class were both without hearing. They had benefited from the work that from organizations like Hilton in their youth, had gone through teacher training and were now inspiring and teaching other students that their disabilities did not have to hold them back.<br />

• The Hilton School also had a computer lab. Krishneer Sen, the teacher and administrator of the lab was also a former Hilton student.<br />

are required to submit an Employer Monthly Summary (EMS). The EMS is an

employee salaries or wages. The EMS is to be filed monthly and included details

You may need to update the number of pay periods in PayMaker before you process your first pay for the year.<br />

The number of pay periods in a year can vary, particularly for weekly or fortnightly pays depending on the week-ending day.<br />
<br />
<b>How to calculate the number of Pay Periods</b><br />
<br />
This has to be done manually. Use a calendar to work out the number of pays that you will be paying this year.<br />
<br />
For weekly pays, this number will usually be 51, 52 or 53. For fortnightly pays, the number will usually be 25, 26 or 27. <br />
<br />
<b>Where to update the number of Pay Periods in PayMaker</b><br />
<br />
Start PayMaker.<br />
Click the Administration button on the main menu.<br />
Open the Standard Payrolls screen (double click Standard Payrolls on the menu).<br />
Move to the relevant payroll and ensure that value under Total Pay Periods THIS year is correct.<br />

<b><span style="color: #990000;">You need to do this for all the different types of pay paid out by your company!</span></b><br />

<i>What should you do if your first pay of 2015 includes some days from 2014?</i></div>

<div>
FNPF is not interested in the individual days for which the pay was for. Instead it calculates the contributions based on the pay date you entered for the entire pay (usually the week-ending date).</div>

<b>OPTION 1</b></div>
<div>
The easiest thing to do is to treat the entire pay as a 2015 pay.</div>
<div>
<br /></div>
<div>
<i>This means that the employer will pay an extra 2% FNPF for the few days which were still in 2014.</i></div>

<b>OPTION 2</b></div>
<div>
Create two separate pays… Pay 1 will be for the remaining days in 2014 and Pay 2 will be for days in 2015.</div>

<b>FNPF</b><br />
<br />
From 1st January 2015, all employers are required to contribute 10% FNPF for employees. This is an increase in the compulsory contribution from the previous 8%.<br />
<br />
The employee (member) contribution remains at 8%. However as per the FNPF announcement earlier this year, employees are also now able to make voluntary contributions. In the past the voluntary contributions could only be made by employers.<br />
<br />
This means that the total COMPULSORY contribution will now be 18% (10% by employers and 8 % by employees) and the total contribution can go as high as 30%.<br />
<br />
<b>PAYE</b><br />
<br />
No changes were announced to the PAYE tax rates.<br />
<br />
However, while it was not a part of the budget announcement, it is our understanding that FRCA may change the formula used for tax calculation to cater for a few problems with the formula introduced in 2013.<br />
<br />
<b>What does this mean for PayMaker users?</b><br />
<br />
As always PayMaker users can be confident that the team at Standss will ensure that their payroll system will continue to meet all FRCA and FNPF requirements.<br />
<br />
The 2015 budget changes will require another update to PayMaker before the start of the year.<br />
<br />
The development team are already working to implement the FNPF changes. We are waiting to find out if FRCA also requires any changes so that we can keep costs down for customers by doing the updates in one release.<br />

Firstly I will start by saying that this is a great initiative by FNPF and FRCA to collaborate and provide its members and customers with a better service experience.<br />
<br />
<b>Why do you need the Joint Identity Card?</b><br />
<br />
How many times have you:<br />
<br />
<ul style="text-align: left;">
<li>Lost/misplaced your TIN letter spending hours trying to find it or visiting the FRCA office to get a new one printed for a fee.</li>
<li>Forgot to take your TIN letter with you to the Bank or LTA causing delay in getting the work done.</li>
</ul>
<br />
Having the new FNPF and FRCA joint Identity card will make it so much more convenient as you can easily carry it around with you (like your ATM/Credit card, Driver’s license etc) thus overcoming both inconvenience identified above.<br />
<br />
Even better, new members will no longer be required to visit both institutions to register for their FNPF membership or Taxpayer number. You can now visit either (FNPF or FRCA) to register for your Tax Identification Number (TIN) or FNPF membership.<br />
<br />
All employers will be required to have their employee’s obtain an ID card and update it on their <a href="http://www.standss.com.fj/" target="_blank">payroll systems</a>. Details of how to get the new ID card are below.<br />
<br />
<b>How to get the Joint Identity Card?</b><br />
<b><br /></b>
The rollout of the Joint ID card has already started from August. The rollout is undergoing in phases and the new card is being issued to all members around Suva first followed by the rest of the country.<br />
<br />
Here is how to obtain your joint ID card:<br />
<br />
<ol style="text-align: left;">
<li>You can get a copy of the <a href="http://www.frca.org.fj/wp-content/uploads/2012/11/FRCA-FNPF-FORM.pdf" target="_blank">Joint Card Registration Form</a> from FRCA website. You will be required to fill this form to register and obtain a new FRCA/FNPF Identification (ID) card.</li>
<li>You will also need to submit a full extract of Birth Certificate, which has the birth registration number. Birth certificates that were issued prior to 2000, do not contain this</li>
<li>Submission of the FNPF card.</li>
<li>In the absence of the above, a photo ID such as the Electronic Voter Registration (EVR) card, Driving License, Passport, employee ID. The photo must be easily recognizable as a true likeness of the person.</li>
</ol>
<br />
Once you have the form filled with the other documents, you can visit the FNPF head office to submit your form and wait for the new ID card.<br />

The (compulsory) Employee Tax Code Declaration Form was introduced from 2013 as a result of PAYE as Final Tax. Here are the main points that all employers need to be aware of.<br />
<ol style="text-align: left;">
<li>The Employee Tax Code Declaration form is a <b>simple one page form that each employee has to fill</b>. The main purpose of the form is to declare whether this is the employee’s primary or secondary employment. <br /><br />The form can be downloaded from FRCA’s website. Alternatively you can email us at <a href="mailto:payroll@standss.com.fj">payroll@standss.com.fj</a> or call our payroll team on 3304554 for more information.</li>
<br />
<li>What is <b>Primary and Secondary Employment</b>?<br /><br />“<b>P</b>” is the code for primary employment which means you have only one employment or this is your primary employment.<br />“<b>S</b>” is the code for secondary employment which means this is not your primary employment but your second employment or other employment.<br /><br />Each employee can only have one Primary income. It is the employee’s responsibility to ensure that they only tick Primary income at one place of employment.</li>
<br />
<li><b>EMPLOYERS must get ALL their employees to fill in this form</b>.</li>
<br />
<li><b>EMPLOYERS must keep the completed signed originals of the forms filed safely</b>. The completed forms do not need to be submitted to FRCA. However the file copy will need to be made available to FRCA should they wish to see it.</li>
<br />
<li>The<b> rate at which the employer calculates PAYE for the employee is dependent on what the employee fills in</b> on this form. Primary employment will have PAYE calculated according to the tax tables. Secondary employment (or if the employee does not fill in a Employee Tax Code Declaration Form) should have PAYE calculated at the maximum tax rate (currently 20%).</li>
</ol>

<span style="color: red;">As per FRCA requirements for the year 2013, all employers are now required to:</span><br />
<ol style="text-align: left;">
<li><span style="color: red;">Send an electronic file to FCRA in a specific format which contains details of wages, PAYE deductions etc. paid to all employees (including employees who do not pay PAYE)</span></li>
<li><span style="color: red;">Lodge a printed report along with payment for any PAYE due.</span></li>
</ol>
The first electronic file for the month of January is due in <b>2 days (28th February).</b><br />
<br />
PayMaker users who have upgraded to the latest <b>version 4.5.90</b> can do both of the above from inside PayMaker.<br />
<br />
The latest version of PayMaker has been <b>certified by FRCA</b> to be compliant with <b>ALL</b> the requirements for 2013.<br />

<b><u>Generating and Sending the Electronic File</u></b><br />

<li>Start PayMaker</li>
<li>On the main screen, click Reports > PAYE Monthly Report and File. PayMaker will display the following screen:</li>

<li>The <b>Company TIN</b> and <b>Branch</b> will be automatically entered (as entered in the System Setup screen)</li>
<li><b>Sequence</b>: The default number to use for sequence is 1. If you need to resend the file to FRCA because you have made changes in a month then you will number the second file 2 and so on. The sequence number will go back to 1 at the start of the next month.</li>
<li>Click on the<b> Folder</b> icon. The following screen will be displayed:</li>

Use the following steps to print out your Employee Monthly Schedule which needs to be submitted to FRCA with your PAYE payment before the end of the month.<br />
